After encountering a 47% drop in betting with the 5% cap it had imposed on out-of-state tracks with higher charges for their signals, the Illinois Racing Board yesterday voted 7-1 to raise the cap to 9%.

The higher cap goes into effect tomorrow, and should allow bettors access to signals like Del Mar and Saratoga.
